China is now colonizing Africa. They are telling them they will create jobs and build up the infrastructure. In the short term it's good because locals get jobs. Hospitals, railroads etc need educated people to build and maintain them, as well as a centralised state bureaucracy. It's not that simple, you need to build schools from secondary to tertiary level, you need educators schooled in the West, you need a level of stability and civic pride.
The West tried to play state maker in Africa and failed. By playing different ethnicities against each other to maintain colonial control they doomed future states to instability. Hutu and Tutsi are the classic example.

Not really, maybe the Dutch in South Africa, the English in Rhodesia and the French in Algeria, but other than that there was no long term plan to settle lasting European colonies. The Europeans wanted resources too - precious metals in South Africa, rubber in the Congo, Egyptian cottons etc.
Also thousands of Chinese are moving to Africa. My Kenyan friend jokes that in 20 years half of Nairobi will be Blasian. Lots of Chinese communities in Angola, Ghana, Ethiopia. There might be more Chinese now in some former colonies than there were Western colonials at the height of Empire.

I'm a Scot, but I did a commodities trading internship last year and have been to Dar-es-salaam and Nairobi. Life there is pretty good for the natives, honestly not far off some of the larger Latin American cities I've been to. East Africa is quite well developed (mind you these people had functioning/organised civilisation before Europeans). I've heard from friends that West Africa is a shit show, so is the Congo. I visited a friend in rural Botswana, it's very stable here almost reminiscent of the American mid-West in some ways.
