I think this is going about solving the problem the wrong way, Europes muslim population is still in low single digit percents. Aiming at becoming an actual independent(!) superpower would be best way to ensure success of such a program at large scale and to actually ensure ability to maintain territorial integrity and protecting ones own population

But look at the Phillipines: Muslims are only 5% (but maybe 50% in the south) and there were half a dozen military operations, each with hundreds of deads in the last decades because of clashes. The muslim pppulation isn't evenly distributed (none in the east and few in the countryside, but many in the big cities). For most regions, you can't make a clear cut, because of this.

Even the groups with the fastest population growth need 15 years to double, and this will take time until we get from 1,7 (US Average) to 4+. I guess, even if everything goes perfectly well, the population will only quadruple. The exact number is dependent on how many will decide to embrace these ideas and how fast birth rates will go up.
