In order to have transhumanism, you would either need a society that was so libertarian that corporations could lead the progress without interference, or that was authoritarian but had government backing.

The West is unlikely to take either path, so most likely any progress in transhumanism is going to come from East Asia (who have an authoritarian government which is amoral, pragmatic and smart enough to do it).

Regular incandescent light bulbs have been illegal in the EU since 2009. Halogen bulbs were made illegal last year. Because the UK is still technically in the EU, it has been affected by both bans. You can be raided by the police if you try to sell them.
