The real non-political answer is that hardship breeds adaptation, and that with a temperate climate and abundant natural resources, there was very little need to develop agriculture, animal husbandry, more advanced dwellings, etc, which are all where our concept of civilization starts.

There were no animals that could be domesticated as well as no crops that could really be domesticated either. The trade barrier was the Sahara desert and the vastly different climates. People had no reason to really travel north/south.

Higher food production per person allows for higher population densities and specialization of jobs. When populations get denser, they have to come up with ways of living together without killing each other all the time, hence growth of governments. Africa is having to do this very rapidly compared to most others due to how late in the game they got all of this stuff.

So to say Africans are incompatible with western culture is a fairly true statement. Their culture is currently rapidly evolving to handle living together. In a couple hundred more years they will be fairly okay by today's standard, but then again western culture is also evolving so who knows where we'll be.

Also black culture in western countries doesn't do them any favors as it's notably shit.

If your looking for a rational possibility, it's the geography and climate. The mountaneaous region of Africa is also land-locked, as in there aren't as many rivers. Add to the desired mineral and unique crop resources, and you have turbulance as all of a sudden low-developed societies suddenly have access to wealth beyond their wildest dreams, and comfort never thought possible. The companies investing in the countries, especially mineral wealth would be beneficial, but primordial chronyism on a relative scale we haven't seen here in the west because of the plethora of literate, powerful, companies having developed side by side cannot gain the advantage, has a GIANT chance to erupt, typically willingly instigated by the governments themselves and the politicians that comprise it - especially in new democracies, which result in the people suffering themselves but unwilling to vote for another candidate because they only hear bad things about other candidates and good things about those who have access to the capital to promote themselves. The people of Africa are only the second biggest obstacle in colonizing Africa. The land itself is hostile with heat and disease. The lack of roads is a real obstacle to a modern country, even the Chinese, making progress.
