Arms means arms. It means all guns, machines guns, tanks, jet fighters, and fucking nukes too. The government technically never had legal right to ban any of those. Not that I disagree with them for doing so, but it was never legal.
That said, I seriously doubt the connection between shootings and multishot weaponry is real, seen as civilians have had access to those for quite some time, and gun violence is actually nowhere close to its highest while mass shootings are.

You should see here. First they made impossible to buy most guns, then the army tried to ban even shotguns and limit the type of ammo used in it. Before the military coup in 1964, anyone could buy automatic weapons without a problem an in anonymity, now you can't get a revolver without doing some real paperwork.
