This is less the case the more years go by as many of our high skilled young men and women go abroad. If the trend continues, the system will become unsustainable. On the other hand, the US has a whole other issue with useless degrees and and every other idiot being accepted into collage besides the rapid deterioration of the nation. What's there to benefit from "free college"? Universities are plagued by critical theory and most student's brains have been turned into mush. The few that will have to offer useful skills after graduation will be able to repay their debt. They will benefit society and at no cost to taxpayers at that. As for the rest, I say fuck them, let them suffer under debt.

There needs to be less people going to uni and qualifications need to stop being favoured over formal or informal experience and skills. I don't like the weird mentality among the left that everyone "needs" to go to uni. Its a stupid attitude.
Because most countries offer visas for investment over a certain amount. They'd just move their money offshore, then take a "vacation" abroad, then apply for a visa while on "vacation".

Regarding Europe, I guess it would be more understandable. Still, I prefer scholarships for the smart and the ones that can afford absurd amounts of money is actually better to admit because it reduces the monetary strain in public schools. Well, I suppose I'm talking more from the British perspective there- in England the process of feudalism to capitalism was caked by violence and seizure of formerly family-owned land - prior to PA most land in England was owned by small holding families and free farmers.
The issue here is the promotion of unis I think. At one point in the UK there was a fairly clear division of things- those who weren't that bright went straight into work, those who were a bit bright or wanted education for education sake went into polytechnics, and then the actual intelligent folks went into universities.
That went downhill with the government targets 1997 onwards for 50% of 18-24 year olds to be in unis, and the shutting down of the polytechnics. As a result of it we have many uni graduates with toilet paper degrees, but they still need those degrees because many businesses basically only hire graduates.

Here, you take up a loan, and that loan has interest. Personally I have 20.000 in debt with a 1% interest. Tuition in something like 100 dollars, books vary, but will cost hundreds of dollars each semester.
By the time I am finished, my debt will be somewhere around 40.000 (which is average for a masters degree) and that debt affects your credit, which affects your ability to buy a house and afford having a child, and how much you can effectively grow the greater economy.
The higher education sector is bloated (you can get degrees in astrology and dance therapy) and is carried by the productive 30% of the country which is mostly 30+ year old white men. It is bound to collapse if we see a recession, which means that our social security system will be further strained with them. Eg. when the Saudis last flooded the market by dumping oil, we had 10.000 unemployed people from the oil sector, and the government spent millions on social security. At the university of alone Oslo, there are 8000 people working.
The net productive workers tax burden is excarerbated by the fact that today you are uncompetetive in the market without at least a masters degree. That means higher debt, and that means that the housing market stalls, which is terrible news. The housing market is - aside from our heavy industry and exports - a main driving engine in the economy.
Add low skilled labour outcompeting the lower tiers of natives. Add artificial constraints on the available housing through regulations to profit. Add a decline in population, combined with a wave of soon to be pensioners. Add lowered pensions for young people. Add a decreased dependency on oil (our main export). It's a powder keg in the making, but thankfully nowhere near Swedish levels.
TL;DR: Socializing costs doesn't make EXACT same issues magically dissapear.
