There isn't going to be a civil war in the sense that states will go to war against other states. What you will instead see is that, with increasing diversity, the races will largely segregate whenever possible (largely to avoid violence) and as the federal government becomes more enriched it will become less efficient and eventually be unable to enforce federal laws. Power will be restored to local communities as the government rots. Eventually the balkanization will become official rather than an informal thing.
