if the average household has 4 people in it that makes 7500 houses per town.
assume half are gun owners.
that's 3250 houses with firearms in them
if 10 person resist by ambushing officers who come to confiscate their guns that is 325 ambushes.
if only 1/10 get even a single kill before getting taken out that is a 33% casualty rate for the police department.
these loses are unsustainable in a MILITARY campaign.
the ratios get worse in even more densely populated areas.
