You can walk around a city looking for targets and kill them with noiseless weapon. Than go to a next city. Police is a bureaucratic organization they need a time to start investigation. Until police track you down too much time have passed and killing score could be more than 200.
This is also a more interesting tactic for executor. It is like a stealth computer game. And what is too important the chance of killing a white person is minimal.

Two reasons why these "mass" shooters were false flags. One, you could go hunting for the enablers of all this bullshit very easily given how most them are not under serious round the clock protection.
