1) Collect IP addresses of the peers in the network (easy mode: only select the ones which are seeding)
2) The attacker would DDoS all of the seeding IPs.
3) ISPs/upstreams can just block zeronet/bittorrent protocol

Also note the following:
1) People are much less likely to seed it (it would contain illegal material)
2) Nobody wants to fuck with extra software to make this shit work
3) Nobody wants to risk breaking the law just by READING a distributed website
