The ammo dump is less than 100km from a major Russian nuclear complex in Uzhur. It's likely the depleted radiactive material was being kept at the ammo dump in temporary storage, either before or after it had been reprocessed at the Mayak facility or similar.
The cities surrounding the base have been evacuated, and Russian paratroopers were there almost immediately after the explosion. Furthermore they are not using human firefighters to tackle the blaze and explore the site, but rather a Uran-14 robotic firefighting robot which indicates they're possibly concerned about radiation.

And it isn't fuel waste. It is still fissionable material extracted from spent uranium - meaning it can be used for weapons.
