Ask yourself how success is measured for these groups? They need something tangible to show so their funding is increased. What's a great way to give them the bad guy? Create one and influence them every step of the way and just when they're about to do something stupid swoop in all badass heroic like and stop them. They don't even have to answer a simple "would this person have gone to this extreme without all the promises you gave them?". This is a big part of why the ATF switched focus to harassing gun owners.
