Wrong. Most of the proposed laws mention certain features, like a pistol grip. In fact, the exact same basic gun - a Ruger Mini-14 - is classified as an assault weapon if you change the stock to one with a pistol grip.
Same magazine well, same ammunition, same rate of fire (once per trigger pull), but add a pistol grip and suddenly it's a super-deadly weapon that we must ban it now!
