Yea that's basically a good way to think about it but the ratio of sigmas is unfortunately so much lower than alphas that typically speaking, barring some sort of economic/political/military shift, the sigmas really aren't being fully utilized by society.

Regarding the Boston bombing...some years ago there used to be a TV show in open television about conspiracy theories, one segment was about the Boston bombing, for some reason the cowboy hat hero is Costa Rican so it started from there.
