Basically, historically there were 2 great German states: Prussia and Austria. The rest of Germany was a bunch of tiny states or city-states that were mostly independently run although technically usually allied with one or both of the large states. In the 1700s, the idea of pan-German nationalism began to take hold, and by the 1800s it became clear that there would be a conflict between Hohenzollern Prussia and Habsburg Austria as to which state would be the preeminent power in the inevitable German superstate. Prussia won and began to unite the smaller states of Germany under it, and the Franco-Prussian War helped to galvanize Germans into furthering their nationalism (although Austria did help Prussia in this war). Afterwards Prussia essentially united Germany, while Austria entered a personal union with also-Habsburg Hungary. Despite being separate nations Austria and Germany are pretty much always strong allies due to their shared Germanic heritage and the fact that most of non-Prussian Germany (which is almost all of Germany since most of Prussia is now Poland) was at one time or another under Austrian rule.

Between around 450 and 700, most of the towns and cities in today’s Austria were abandoned due to Germanic raids, people moved to hills and mountains and into caves again. Only then was there a “renaissance” and a reclaiming of old cities and building of new ones.

Completely different situation in Germany where strong tribes held and kept their own territories and towns and forest areas when in the Middle Ages today’s cities emerged and flourished (read the Nibelungs which date from the 700 to 800 era - Worms, Mainz, Trier, precursors of Frankfurt, Luxembourg, Saarbruecken etc.)
