Hours are being cut and positions are being consolidated. Only the smallest of businesses on the narrowest margins would have to shutter from a $15/hr labor cost, the places are going to stay open. It's the employees which are going to feel the pain, as owners squeeze harder to maintain the same profit margins. That's the issue really, the government can declare whatever they want but until ownership is willing to accept a smaller profit margin they'll just keep shuffling shit around.

If all the poor people gain more money, the overall cost of living will increase to just below the point that it totally cancels things out. People will accept this because they will be told its because the raise in minimum wage, and they will still feel ok about it because they are still ever so slightly better off than they were before. The only people worse off are the middle classess who wont do anything because they are still living better than the people in poverty around them.
