Small business can use this lower overhead to provide the same product as a larger business for a lower price at a smaller volume
Many small businesses can provide the same volume as a big business for a lower price
Regulations harm small businesses which are unable to adapt to the regulations, minimum wage is a great example of this as it makes every employee worth a price floor amount that inflates the cost of overhead on these small businesses
This minimizes the benefit of small business while not affecting big business due to their ability to absorb the losses due to their scale
This centralizes the market into the hands of the plutocrats who buy these policies in the first place specifically so they can stomp out small business competition.

If you want to hurt big business then stop hurting the small businesses which are their natural counter.

Back in the early days of western industrialism wages were constantly increasing relative to purchasing power. A single day's wages could afford you an entire years worth of healthcare coverage under the mutual aid model, for an example.
