The problem isn't that there are too many people, but that the people are stacking up in cities.
Give people a tax break or some kind of monetary bonus for living in a location with a low population density up to a certain population density and the cities will get less populated for a couple of years maybe.
Then inevitably people will move to the big cities chasing dreams of making it big.
