There are certain land conditions that make concentrated vegetable/grain agriculture uneconomical but are ideal for pastoral/animal farming. In Canada around 90% of cattle graze on the grasslands of the praries and are finished with rye to make the meat tastier. Switching all that land over to concentrated agriculture would not actually increase caloric output or improve animal welfare (would need to genocide the local insect/rodent/game population).
