Ethnostate isn't viable due to the part where you would have to suspend the Constitution and the Bill of Rights just to begin the process. Only way to really have one at this point is to buy and/or make an island and set it up there. There are some islands in or near the United States which are technically not owned by any state. I think /mlp/ of all places wanted to set up their own nation in an island that was in the Great Lakes region which wasn't owned by any state. Unfortunately, a lot of operations like that never pan out.
