I lived in Tempe, which is just west of Mesa. If you like the valley and want a conservative experience, I think Scottsdale (if you can afford it) or Chandler are better bets.
For what it's worth, I really enjoyed Tempe.

also, have you considered the northern suburbs of Indianapolis? Carmel and Fishers (where I live now) are very conservative, and the economy of Indy is pretty diverse and doing well. Cost of living is low.
