Would Ham radio be the best way to communicate? There's specific laws in place to protect speech over radio broadcasts that aren't in place for the internet. Just a thought.

Nowadays with computers, you don't need three people far away to triangulate a signal. The FCC uses blacked out suburbans with three antennas on top. Those three antennas triangulate the signal with a computer that analyzes the slight timing difference when the signal hits the array. Now you only need one FCC officer in a single vehicle.
