You pay taxes for police for a reason, this is their problem. Take what evidence you have, what you have found, and go to the police. Explain that 'it does not look good, but I did not want to do anything without you guys checking'. You put it in their hands.
Somethings you CAN do, is check the sex offender registry. Look for where the guy you believe is your neighbor is supposed to be at. Then go check that location out, see if 'he' is living there.
Regardless, YOU do not do anything to the guy. You keep an eye on your kids and they will be fine. The only threat to them is their losing their father because he did something stupid. So do not do that.

I have an uncle who had to register as a sex offender for his whole life. He tells the family that it was a setup and the family of the girl did x or y or yada yada yada.
