It looks intentionally carved out, in some kind of pattern. It's also massive, and appears to be rock so wasn't easy to do.

It's dirt that is being stored. That much is obvious. Generally speaking, you can not disrupt or modify a natural watercourse without a lot of governmental oversight, studies, and permits though. Even if it's on your own property. These dirt piles are right on a creek bed. That's strange.
Further regulations prevent you from pumping contaminated water or dumping materials that can pollute when they are rained on. That's the other picture with the black tarp. It's an evaporation pond, for liquids to dry up. Then the solids can be collected and dealt with in a much lower volume.

It depends on how finely chopped it is. The greater the surface area, the faster it can dry. Even in the desert, if it's not well divided, it will simply rot and the local wildlife will get into it.

Idk, thought about it myself, there is a ridge line to the north about 3/4 of a mile if I remember right, looks like a decent place to get a vantage point.

The shit on the left is an older pile of spoil that is full. This is why they started a new, larger dumping area on the right. You can see an even older dumping area up the road from these two.

It doesn't take long for a big pile of dog poop to completely dry up, shrink to a tenth of its size and start disintegrating when it's hot - like 24 hours (including mostly shade so all sun would be faster), so like the other user said, if it's in small enough pieces then it can dry up quite fast. But you wouldn't just be able to throw large decapitated parts out in the desert and expect them to magically dry out. The bones would have to be ground up so the moisture inside is exposed and able to dry. If you're already grinding a body into pulp then you probably also have the means to dispose of it without throwing it in some desert pit such as acid chemicals or incineration.

It's full because the existing vehicle paths do not lead to areas where more piles can be created. Since making more paths for more piles would be called "an expansion", and a dumptruck can't dump on top of something that has already been dumped, without more equipment (at greatly increased cost), this area is full. It is full because it looks full. If it was not full, then it would be being filled. There are no fresh piles, and so it is currently full.

Roads are ugly. Why would you want more of them going right up to your house with heavy equipment kicking up dust? Also, this may be near the Zoro ranch, and there may not be a line visible, but that doesn't mean it's even his property. If it's not his property, then connecting to his driveway would require his permission. I understand that the road is labeled "zorro", but that doesn't mean he wants something from his LLC to impinge on his business-owned house.
