With police standing just outside the airport, a small group of people wearing protestor gear discovered an infiltrator, who conveniently happened to be carrying his mainland police ID card and a t-shirt that said "IPolice"
Protestors managed to restrainn the guy with tape and zipties, eventually fastening him to a luggage trolley.

Find an infiltrator who conveniently has police ID and an "I heart police" tshirt, beat him up for a while, humiliate him with police standing by just outside, medics come in, try to extract him but a few "protestors" try to impede the medics. All bridges leading from the entrance to Departure Hall are blocked by a barricade of trolleys.
