So the drug manufacturers sell it to them at a reduced cost, because most of their money will be made back by Americans buying the drug. And considering it takes 2 billion dollars on average to go through FDA testing, they need to price it higher to make money back. Americans could get their drugs for cheaper if other countries would pay the proper price for them. But they won't, because their social system can't afford it.
