The Fed is autistic and wants inflation to be 2% each year. In the past, when the economy got too good and started to peak, unemployment was low and that caused inflation to go above 2% so they would raise interest rates. Higher rates slow the economy and lower the employment rate with the benefit of lowering inflation.

Recently, the economy has been good and unemployment has been low, but inflation was below the 2% mark. This was due to gas being cheaper, cost of servicing mortgages and other debt being low due to low interest rates, and the cost of goods being less dependent on the US employment rate since they are all made overseas now. But the Fed hates when inflation isn't 2% so they decide to lower the rate anyways.

What happens when the stock market is at all time highs, unemployment is at all time lows and the interest rate gets lowered towards (or even below) 0%? Nobody knows, but we're about to find out.
