It might have to be done after 2020, if he is able to. Is it any wonder that his Democratic Party opponents, and even many Republican politicians have blocked him from getting clearance for that project, if they were able to do that? So many, probably most of our current politicians seem to be ideologically opposed to the idea, and they were not going to let him start if they had any power to stop him. It seems that as of this year, some progress it getting made, but I don't know about the rate of construction finishing on time.
