Arms includes ammunition. All arms are protected by the 2nd amendment. If you want to be even more specific, the supreme court in the past has reinforced the fact that the intention was to allow civilians access to weaponry equal to that of the military. There was already an attempt to ban long rifles. Since standard issue firearms to the military at the time of that ruling were and still are long rifles, the banning of such guns was impossible. The supreme court upheld this. This is why barrel length laws are the way they are today.
