No, it's the opposite. The Jewish claim is that white is just a social construct based on skin color and as long as someone "looks white" then they are white. If we want to be really strict we could follow full one drop rule and just require that a person be able to trace all of their entire ancestry back to Europe, but allowing a 1% or maybe 2% buffer avoids some of the problems. Allowing 10-20% or more is just absurd though, and a good way to ensure your descendants will all be Brazil-tier "whites."
