Firstly, the majority of Ontario population wise is a part of the Great Lakes 'state', as the map shows. I imagine Quebec as an autonomous French region politically federated with the rest of the Anglosaxon American states. The remainder of Ontario under Quebecois rule is mostly prairieniggers and a few rural English people north of Superior and Huron. That region does not have the requisite population or development to constitute its own state. Also, you'll notice that I put French populations east of the St Lawrence in New England, so this isn't a perfectly ethnically segregated plan. I don't know what the culture of Newfoundland, Labrador, Nova Scotia, New Brunswick, or Prince Edward is like, so I put Labrador under Quebecois, Newfoundland could be either New England or Quebec, and New Brunswick, Nova Scotia and PEI with New England. The region west of Hudson is a decentralized Indian territory for the most part because it's so sparsely population, except the few English towns which administrate themselves.

North and Central Florida outside of memecities are absolutely culturally part of the South. I grew up in South Florida, so I'm aware. Miami would be the capital of an American controlled decentralized Caribbean territory, but I haven't gotten that far. The map is speculative, but way better than maps that rely on present American and Canadian states. Also, I would make Atzlan under American military occupation, and sacrifice some of the SW, but I didn't indicate that on the map either, except with the dotted line south of California.

No, enlightenment era surveying borders are an overrated meme. After the French Revolution, there were people who wanted to do away with the organic, history-laden borders of France and make the whole republic one big square grid, like many of the American states do with their counties and the townships within the counties. Montreal and Quebec City are Quebecois territory obviously. The borders as they presently stand already divide groups. Maine for example has many French folk in it, yet is not a part of Quebec. There would obviously be a need for some ethnic and religious tolerance within states, but Quebec deserves it's own territory where French is dominant, and the existence of some Quebecois people outside of Quebec proper (as already is the case) within the borders of New England is no issue.
