Threats as they're currently interpreted shouldn't be illegal, not when directed at individuals.
There is no negative to threats being (foolishly) voiced publicly, it gives the intended target a heads up that someone is out to get them.
The vast majority of threats are empty and are intended to intimidate the receiving party to act accordingly through fear.
The tiny fraction of truly insane who seek to pursue violence only benefit the intended recipient in seeing a threat coming, having a law to make them hold their tongue makes these people more deadly.
A knife in the dark is more dangerous than a knife seen in light.
Threats should only be actionable by law when directed at a gathering or event.
Beyond that those making a threat should only raise the awareness of law enforcement, which reduces the chance of a threat being ultimately carried out and allows for intervention/protection, not "prevention" of crimes not committed.
