What I understood: They want to add a law or bill (?) to extrude criminals out of their city. As of now there is a different government in the city and if you commit a crime in china and flee to hong kong the police can't do shit. This makes the city a criminals haven and the citizens don't like this so they started the protest. But the gov does not want that, because it could be used against them. If they get exalted from Hong Kong their safety is no longer guarenteed and they can be easily assassinated... or something. Fuck I don't know I ain't no Hong Konger.
