Ironically, Russians have actually built a brand new hi-tech hub near Moscow (they already had a couple such hubs near Moscow, but these specialize on specific R&D projects like nuclear/military tech development).

The hub was commissioned in early 2010's and was supposed to be the analogue of the Silicon Valley. Then 2014 came around, with sanctions, lack of investments and budget funding for the state-sponsored R&D.

Solving (sometimes) collaborative IQ-tests or math problems for a living (where I work).
In established companies in Silicon valley (like Google or Yahoo) that part of the job is usually only 10% of the job, the rest is waste. Examples would be daily standups, responding to emails from project managers, "discussions", fighting bureaucracy and so on.
This is why my team with 10 developers can outcompete competitors in the same domain with 100 developers or more. We have no waste and no HR department.
