Western Europe is pussified and the cops tend to have their hands tied there. Eastern Europe has no money to train its cops, so you get the brutality without the competence. Central Europe has the money, but it's spending it on them programmes, so our police is kinda incompetent, but otherwise passable.
It's kinda funny when you realize that in the 60s, French cops used to be badass and tough as nails, but then feminism and cultural marxism happened.
