Democracy was a great achievement only in the capacity that it allowed great cities to flourish without the power structure that created them, while simultaneously not falling into squalor. It is one of the West's great achievements because it was one of the many social concepts Europeans created to stave off utter domestication in men. In the East, where default civilization still reigned and reigned strongly, power was distributed between jealous satraps and despots, and it would have been much the same in Europe had it not been for the system allowing land-owning free men the ability to hold the power structure somewhat accountable.
