Keep in mind this theory has been a thing since 1959 and it isn't too crazy. If you disrupt the orginization of the storm in such a manner, you could greatly decrease it's strength (which also allows it to be more vaunrable to sheer and other weaking factors that might of not had much of an effect if in a stronger state.

Now it's still a crazy idea but it isn't completely insane. Think of ERC (Eyewall Replacement Cycles) when the inner eyewall becomes unstable and is overtaken by an outer eyewall and thus weakened.

The actual low is on the surface and what really drives the storm. I mean if it's like barry and the storm is really sheered then you can have a tilted rotation and a upper nuke could disrupt it but storms like that are weak anyway. Strong storms have strong cores and you need to hit a strong storm like that during a ERC and disrupt both eyes which could cause the creation of a third eye and maybe weaken it double or triple of a normal ERC.
