There are easy tweaks to the whole situation: no gibs for foreigners, reconstitution of the country with new citizenship rights to ethnic Germans and selected and highly qualified foreigners only. The rest will just wander to France and the UK. A trimmed down state will also force the leftists to either adapt to a productive lifestyle or migrate.
This can all be achieved by simply not handing out money anymore.
