People hate the Nazis because of propaganda and winners writting history. no single culture can be identified as the source of the swastika. it is a universal symbol, mostly used for the "inner light", the "bright and shining void", the sun or 'black sun', god, and other similar notions. black swastika with a white circle would apparently render its meaning as something similar to the yang force, though there is no way of knowing its intended meaning without relevant sources.
