As with San Francisco BART and Seattle's public transport changing tactics and not releasing info, this secrecy about crime is to protect minorities and democrat candidates from being blamed for crime. Instead, the crime can be blamed for not having enough social welfare programs.

Publishing stats separating latino and whites would make both latinos and blacks look bad in the statistics. The white crime rate as well as consumption of social welfare stats would drastically drop if latinos were removed. Separating latino from whites would also mean that hispanics need to be separated from latinos which in itself is another controversial topic as hispanics (Spain) have a hugely lower crime rate and greater prosperity than the latino population.
