If you're referring to the thermosphere it's because at that altitude there is little shielding from solar radiation.
If you were able to be there naked it would feel freezing cold though, because the gasses are so thin that convection doesn't really occur. Only if you stayed there in sunlight long enough would you start heating up.

Now I'm thinking it's probably a vague thing they can use to explain the unseasonably cold weather we will continue to experience

there is meteorological equipment that can tell you the temperature in air currents globally at any given elevation. when you start looking at the data for altitudes beyond the operational ceiling of modern aircraft the readings increase. they just keep increasing, even out to the ionosphere. there were threads on it, the services generate normalized global map images which were being posted. iirc they were talking about wet surface air coolers and heterodyned doppler signals reflecting off the ionosphere being used to arrange artificial microbursts from heavy metal laden vapors released from power station steam venting to create artificial storm fronts. it all has to be timed perfectly and it is caught on tape every day (national observatory radar imaging).
