Apparently part of the education nowadays, we have all kinds of equality, tolerance and multicultural clauses in our constitution that encourage institutions to promote that kind of values.

We don't have hate speech laws per se but we have a couple of sections in our criminal law regarding inciting hatred against an ethnic group and infringing religious rights. These two sections constitute currently the core of our hate speech laws.
There also seems to be an attempt to push forward a more coherent hate speech definition and legislation during the term of current left-wing government. That would be really detrimental to public discourse and free speech in this country but seeing the current state of politics in Finland, I'm wouldn't really be that surprised if they went through with it. They're losing the debate, problems with immigration are becoming more evident, True Finns is the biggest party on polls so they might as well go all-in at this point.
Chinks are not exotic and downtrodden enough. Actually, I've never seen an oppressed chinese person in Finnish news. They mainly use Asians as an example of "good, integrated immigrants" and try to make an try to put them under the same positive immigration umbrella as Middle-Eastern shitskins.
But social media has a massive influence nowadays so politicians, civil servants, celebrities and other public figures are really careful about what they're going to say there. Most people that criticize immigration are retired or otherwise self-sufficient and powerful people who don't need to care about what others say about them. For less fortunate people it is just better to shut up and not talk about these issue publicly, unless they're approaching the issue from a pro-refugee position. This is already a form of preventive self-censorship so people do give a shit.
