Image is wrong. It's the Ludlow Amendment. All it said is that there should be a national referendum for going to war, except when the US is attacked first. Nothing else about the image is accurate. The LOGIC behind Representative Louis Ludlow's writing of the amendment is that members of the military should have a say in whether or not they go to war.

The rich are few enough that they can all vote no or abstain and not affect the result.

The Vietnam War was largely supported by the population even with the draft in place, until too many soldiers died. Nowadays it's the same, voters will only support a war where few American soldiers die.

The US army is now all volunteer, so effectively everyone who goes to war supports the war, and the wars don't need more soldiers.

Honestly there is nothing worse than some faggy politician clamoring for war who was never in the military. Those motherfuckers should definitely be put on the front lines so maybe they wont be so quick to send troops into the meat grinder for some bullshit.

As for people being forced to enlist. Everyone over the age of 18 should be automatically drafted anyway, so it doesn't matter.

Vote for war and win at least 51% of the population is now in the military and expected to fight a win a war without any material supplies.
You might be able to support 2% of the population under arms but you would need to have massive automation and a hugely efficiency economy to support that.
