WWII is the key here. Sub-based asw wasn't worked out until later. A submerged sub had no way to aim at a submerged target other than guessing.

Try and focus nigger. All submarines ,from their inception to the advent of the nuclear powered submarine are correctly called “submersibles”. This is because they were dual powered. They used diesels for surface propulsion and for recharging batteries. For submerged operation ,they used batteries and electric motors. WWII subs spent the majority of their time on the surface. That all changed with nuclear power. Nuclear subs are considered true submarines.
