Its is a normal name in any part of Poland that had been ruled by germans at some point. So all western Poland, Mazury, Silesia, Cracow and the area around it. There is more of Poland where such a last name is normal, then where it isn't. Both population and area wise.

Nah man, it is just the dudes from Russia zone. They are crazy like that. You know the kind, war with Russia, US and UE at the same time kind of stuff etc. You know the type, they are like dudes from Sachsen or Anhalt.
Last names were given to non nobility around XIX century. Jews and poles from rural areas were given their last names by officials from Germany, AustroHungarian Empire or Russia.
Some people have german last names, because their roots are german, but those aren't that many post WWII and communism.
