A civilization tends to have a group of customs that help maintain its functions. Civilization is not something inherent to human nature, there are steps that have to be taken to ensure it functionality and aspects of human behavior that must be suppressed.
Degeneracy is when civilizations fail to upkeep their sustaining standards and lets human nature run wild by socially accepting anti-civilized behaviors.
Some examples

Humans are apes, apes are by their nature promiscuous. However we are dimorphic and women depend on men providing for them and their offspring, which is governed by women offering said men sex.
Women have a complex means of selection, but their natural mode of selection often leaves many men without a consistent sexual partner. Civilization needs more men "putting into it" and doing things at the expense of their time in order to function than a more natural hunter-gatherer tribal society. The solution was to practice monogamy, so more women would have to marry one man, preventing hypergamy while adding legal repercussion for adultery so men could be secure in their children being their own and have a woman to come home to.

Behavior which causes society to de-generate.
