That's not how it works. States vote for changes to the constitution.. not people. They do so in a process called "ratification". It takes 38 states (75% of 50) to amend the constitution. How those states go about deciding to ratify is not dictated (it could be a state referendum, it could be the state representation deciding for the state, etc).

With that pointed out, there's zero chance of the 2nd being removed. As stated above, it would take 38 states. Hillary won 17 - and many of them would NOT vote to abolish the 2nd.
