The federal government is granted full authority over the international border and the coinage of money. Therefore CBP/ICE execute a legitimate constitutional function. Secret Service is a department within the treasury. Their actual job is to investigate, arrest and prosecute counterfeiters. Ergo, secret service also executes a legitimate constitutional function. No other federal law enforcement agency has any legitimate constitutional mandate to even exist.

If I remember correctly, there are less than ten thousand legally owned civilian firearms in Mexico. The rest are illegal. I doubt it's the legal ones doing all the killing.
