Most intelligent Irish fled to US or UK. It is somewhat of a problem in the second world (and a huge problem in the third world), where the intelligent population GTFO and what remains makes the life even so much more tiresome, prompting more and more emigration

I'd say it's more likely a higher level of young school leavers than comparable Northern European nations.
In 1944 school attendence was made compulsory to 15 years of age in England. Ireland's secondary schools were all fee paying until 1967. Leaving school at 15 was still very common in Ireland up until the 1990s.
There's an older more uneducated and even illiterate population that is dwindling and I think its these that are skewing the figures. It would be interesting to see a comparison for a younger demographic.

I think its a two-part problem. Historically Ireland due to being a colony suffered braindrain a lot sooner than any other nation. With a considerable ammount of highest pottential people either assimilating to england or traveling to america, the base stock was damaged already before a lot of modern braindrain started.

This country got very rich very quickly in the 80s/90s/00s, so a huge amount of older people 55+ only recieved a primary education or a few years of secondary, and very few went to university. They drag down the score.

Also, we have a huge brain drain problem, specifically after the 2008 recession we lost about 250,000 highly skilled professionals. In a country of 4.5m, this makes a dent.

If you measure our young people, or go by recent PISA scores instead, Ireland usually ranks in the top 10 or 20 nations.

Portugal was a backwards dictatorship from the 30s until 1974, in which there was no investment in education. Even nowadays there are still some people from that time who are illiterate. I imagine Ireland went through a similar situation, in terms of very low investment.
