I have nothing to back this up, but I think data collection is too big to be useful. There are over 300 million people living in the US, (and the NSA is definitely spying on foreign countries so its actually a lot more) thats an unbelievable amount of info to keep stored and organized.
Having to track and collect all this useless junk data would make it harder to keep track of any """potential threats""" the the gov would want to keep track of. They probably like the idea that people think the US can efficiently track everyone's info as deterrent, and that itself may be more useful than actual data collection.
It would take a reasonable amount of effort to interview every possible person they suspect could have made the search then it would be up to a jury to decide if the prosecutor is making a good enough case. in first world countries you don't get convicted of a crime based on a search like you could in other countries
